Committee against Torture
The Committee against Torture (CAT) monitors the adherence to the Convention for the Prevention of Torture and Inhumane or Degrading Treatment or Punishment from December 10, 1984. The Committee consists of 10 independent experts and meets twice a year for three weeks in Geneva.
The Committee's tasks include the reviewing of State Reports of contracting states (the first report is due one year after the entry into force of the convention and all four years thereafter). It also gives the ruling on the Individual Complaints against those states that have recognized the Individual Complaint procedure. To date, the Committee has worked approx. 90 complaint cases.

Handling State Reports
In the winter of 2004/2005 the Association for the Prevention of Torture (APT) formulated a working paper for NGOs that summarizes the current procedure of the CAT regarding State Reports and the participation of NGOs.
