UN Committee on the Elimination of Racial Discrimination
The monitoring of the International Convention on the Elimination of All Forms of Racial Discrimination is the task of the Committee on the Elimination of Racial Discrimination (CERD). The committee began its work in 1969 and is composed of 18 independent experts. Therefore, it is the oldest monitoring body at the United Nations. Its assignment is the review of the Country Reports that are submitted by the states every two years (Article 9). The first report is due one year after ratification.

General Recommendations
The Committee on the Elimination of Racial Discrimination has released 31 General Recommendations to date substantiating the individual rights, particularly for sensitive groups prone to discrimination.

Individual Complaint Process
Article 14 of the covenant provides for an individual complaint process. This process gives the committee the competence to accept information from persons or groups of persons that are victims of violations of one or multiple rights recorded in the covenant and to inspect this information. Merely 53 of 173 contracting states acknowledge this right to complain. To date, the committee has received a total of only 35 complaints, of which it has addressed 32.
