Relevant duties in the context of human rights
- AIDS work in Switzerland is guided by three general goals: preventing the spread of HIV, reducing the negative effects and promoting solidarity. Within the National HIV/AIDS Programme 2004–2008, the third goal in particular is conceived as an aspect of human rights promotion and must be integrated and institutionalized in this context.
- The promotion of solidarity with people living with or affected by HIV/AIDS and of their equality with non-infected persons includes preventing discrimination and stigmatization and eliminating inequality at the workplace and in the social insurance system. It also includes the fostering of international solidarity in respect of HIV/AIDS. Other important prerequisites for effective prevention are the promotion of solidarity with risk groups and of acceptance of them in society as a whole.
- The National HIV/AIDS Programme 2004–2008 is committed to the goal that people with HIV/AIDS – nationally and internationally – are to be given the same opportunities as non-infected persons in all areas of life and to feel well integrated and well treated in society.
- Goal 8 (pp. 72–73) of the National HIV/AIDS Programme 2004–2008 is concerned with equality: “People with HIV/AIDS have the same rights and the same responsibility as non-infected individuals in all aspects of life and feel accepted as an integral part of society.” Goal 8 also defines the tasks and responsibilities for implementation. The AIDS Section is overseeing implementation through the “People with HIV/AIDS” project.
