«The Committee recommends that the State party establish a federal independent human rights institution in accordance with the Principles relating to the status of nationalinstitutions for the promotion and protection of human rights (General Assembly resolution 48/134) to monitor and evaluate progress in the implementation of theConvention. It should be accessible to children, empowered to receive and investigate complaints of violations of child rights in a child-sensitive manner, and address themeffectively.»
