Protocol No. 12 to the ECHR
Protocol No. 12 to the ECHR dates from 4 November 2000 and defines a general and comprehensive ban on discrimination. Compared to the solely accessory ban on discrimination as defined in Art. 14 ECHR, which disallows discrimination only with regard to the rights and freedoms accepted by the Convention and its additional protocols, Protocol No. 12 is not limited in its scope of application.
The protocol entered into force on 1 April 2005. So far, 20 states have ratified Protocol No. 12 and 18 other states have signed it (as at 4 July 2019; current count).
