Second report by Switzerland on the protection of national minorities
The Federal Council approved the second report prepared by the Ministry of Foreign Affairs on the implementation of the Council of Europe (CoE) Framework Convention for the Protection of National Minorities (FCNM). The report is submitted to the CoE Advisory Committee, which monitors the Framework Convention, a legally binding multilateral instrument.
Switzerland’s initial report was submitted in May 2001 and was the object of a resolution by the CoE Committee of Ministers in December 2003. The present report is an answer to the December Resolution and to specific questions addressed to Switzerland. It portrays efforts made by the country. The main issues discussed are the situation and needs of the Travelling People of Switzerland as well as the use of the minority languages, in particular Rhetoromanic.
