Third Country Report to the HRC quietly published
Switzerland delivered its third state report concerning the International Covenant on Civil and Political Rights (ICCPR) to the Human Rights Committee (HRC) on 12 October 2007. The Justice Department did not deem it necessary to inform the general public of the adoption of the report by the Federal Council on 21 September 2007.
The report was published on a Department of Justice websites in October 2007, but was done in such an unconspicious manner that even those usually in-the-know were unaware of its existence. Humanrights.ch heard about the report only by chance. This apparent concealment of information seems unusual, particularly since the ICCPR is meant to be the most important international human rights instrument.
The Swiss state report is set to be discussed in July 2009 by the HRC. Humanrights.ch will write an NGO shadow report, in cooperation with other organisations, just as it did for the second state report. An invitation for an initial meeting is forthcoming.
