ICCPR: Fourth periodic reporting process 2014 - 2017

On 3 and 4 July 2017, UN Human Rights Committee (HRC) addressed the fourth Swiss Country report on the implementation of the ICCPR. Switzerland agreed to be assessed according to the new “Simplified Reporting Procedure” for the first time. This means that Switzerland produced its current report on 15 October 2015 on the basis of a list of issues assembled by the Human Rights Council.

List of Issues: HRC questions and answers by the Swiss government

During its 112th meeting held between 7 and 31 October 2014, the Human Rights Council and the Country Report Task Force drew up a List of Issues for the attention of the Swiss government. Switzerland then had until 1 November 2015 to compile a report on the questions featured in the List of Issues.

NGO contributions to the List of Issues

In July of 2014, 13 Swiss organisations submitted a compilation of concrete questions to Switzerland authorities (edited by humanrights.ch) to be forwarded to the Country Report Task Force. Some NGO proposals found their way into the List of Issues (cf. below).

During the examination of Switzerland, the NGO Platform Humanrights drafted a report which was edited by humanrights.ch, Amnesty International's (AI) Swiss Section, Inclusion handicap, the Swiss Refugee Council, Child Rights Network Switzerland and Terre des femmes Switzerland. A total of 7 shadow reports were submitted.
